The process to create a District is governed by Arizona Revised Statute (ARS) Title 48, Chapter 6 which must be followed to the letter of the law. More importantly, please remember that this process is citizen driven. Property owners are encouraged to talk with their neighbors to determine the level of support for a proposed improvement district. Please remember that County staff is available to provide advice and direction to citizens interested in the formation of a district as well as to provide the status of proposed or active district. County residents are encouraged to contact the County’s Office of Superintendent of Streets for general questions concerning improvement districts or for information that is more detailed and to obtain the required documents contact the Improvement Districts Specialist at 602-506-8797.
