Northern Avenue to Bell Road
Design Concept Report and Environmental Assessment
 This project is located within the jurisdictions of Maricopa County, City of El Mirage and City of Surprise. The purpose of this roadway project is to improve the traffic safety and drainage characteristics within the project limits, and provide additional roadway capacity improvements and transportation network connectivity to meet future traffic demand.
In the current phase of project development, Maricopa County Department of Transportation (MCDOT) and the cities of El Mirage and Surprise have partnered together to prepare a Design Concept Report (DCR) evaluating proposed improvements to El Mirage Road (Northern Avenue to Bell Road). As part of this study, an Environmental Assessment (EA) is also being conducted of the roadway segment between Northern Avenue and Cactus Road and of the roadway segment between Paradise Lane and Bell Road.
In addition to providing the information necessary for a comparative evaluation of roadway widening and Grand Avenue crossing alternatives (providing a continuous connection of the southern segment of El Mirage Road through to Bell Road), the findings and conclusions of these reports will result in a plan guiding the coordination, phasing and implementation of the design, and construction of future El Mirage Road improvements.
MCDOT and the cities of El Mirage and Surprise envision a Context Sensitive Solution approach to the development, evaluation and refinement of roadway alternatives. This unified approach to the development of a recommended alternative during the DCR/EA phase will ensure that community safety and aesthetic concerns are addressed and reflect each city’s present and future community development efforts, while achieving regional transportation network goals.
The Maricopa Association of Governments’ (MAG) Regional Transportation Plan (RTP) is a comprehensive, multi-modal regional transportation plan addressing countywide transportation improvements through Year 2025. The RTP provides a blueprint for regional transportation investments over that time period.
The RTP identified and established the specific need to widen and extend El Mirage Road between Northern Avenue and Bell Road through the cities of El Mirage and Surprise, consistent with MAG’s overall plan to provide roadway network continuity, sufficient roadway access, mobility, and capacity enhancements to meet future traffic demand.
